Sub: Second Ordinary elections to gram Panchayats in Andhra Pradesh-Preparation of electoral rolls-Enrolment of chenchus as voters-Reg.

Ref: Judgement of the Hon'ble Andhra Pradesh High Court in W.P. No. 21244 of 1998, dt.27.4.2000.

I am directed to invite your kind attention to the judgment of the Hon'ble High Court referred above. The State Election Commission has issued notification vide No.637/SEC-B2/2000-7, dated 9.8.2000 for preparation of electoral rolls for all the Gram Panchayats located in Scheduled Areas. Similarly, two other notifications have also been issued for preparation or updating of electoral rolls in other areas of the State. Copies of the said notification issued by the State Election Commission are enclosed herewith.

The State Election Commission has also issued specific directions to all the District Collectors vide Circular No. 1422/SEC-B2/1998-5, dated:19.8.2000 (Copy enclosed) wherein they have been directed to take steps for inclusion of names of all eligible voters, whose names are not found in the electoral tolls. In this regard, I am also enclosing herewith a copy of the Ordinance No.9 of 2000 and also a copy of the rules issued by the State Government under the said Ordinance for preparation of electoral rolls of Gram Panchayars.

According to these provisions of law, the voter list of the Gram Panchayat is to be prepared based on the voter list of the Assembly elections relating to that particular Gram Panchayat. However, any person whose name is not found in the voter list can apply for inclusion of his name to the concerned MRO/RDO under section 23 of the Representation of People's Act, 1950 and all such inclusions ordered by the MRO/RDO in the Assembly Electoral Rolls, up to the date of notification of Gram Panchayar elections, shall be automatically included in the electoral rolls of the Gram Panchayats concerned.

I, therefore, request you to provide necessary help to the district administration in denerating awareness among chenchus so that they can avail of this opportunity to get their names included in the electoral rolls.
